I'm not sure I understand why Themis would be a good target for a mission. It has water, yes, but so do a lot of other solar system bodies. While Themis may be interesting, I would think it's a bit far down the list of mission targets.

A mission to a water rich asteroid (in addition to Dawn's visit to Ceres) is a high priority for the Small Bodies science community.
