I understand that the wording is to the effect that NASA has to have the approval of Congress (presumably via an oversight committee) before it can cooperate. Not that I am an expert. Cooperation on specific points might be permitted if approval could be obtained. Of course, that approval might be difficult to get. Phil -------------------- ... because the Solar System ain't gonna map itself.
