I don't quite buy that either. How do you focus the stresses on the trailing hemisphere through simple expansion. If simple expansion were involved, I'd expect something like Ganymede, "plates" of older terrain separated by lanes of extensional faulting. And if tidal forces were involved, wouldn't they be focued on either the sub- or anti-Saturnian points.
