Hopefully, though, this whole episode has made its point -- NASA isn't afraid to tell overbudget missions to stand down. I guess it's not rising but falling demand. A large fraction of the costs (workforce, machines, management, launch pad maintaining etc.) are fixed, this means they are the same if you built and launch 4 boosters or 10 each year. Air Force demand is zero after the last GPS 2R launch in aboaut two years and commercial missions are zero right now. This leaves NASA as the only customer. The per unit costs are rising because they must cover all fixed costs.
I believe Delta II will be retired anyway in a couple of years in favour of the EELVs (Atlas V and Delta IV): More powerful (even if not needed for Scout or Discovery or EOS) BUT more expensive too. I don't see a replacement for the Delta II (Falcon 5 doesn't count). Will it be still around in 2011 for Mars Scout 2? Analyst |
