 Hopefully, though, this whole episode has made its point -- NASA isn't afraid to tell overbudget missions to stand down. "Analyst" is correct -- as the demand for Delta 2 falls, it costs more per booster to keep the assembly line going. The problem of what to do when Delta 2 production finally shuts off completely has been a problem for some time in NASA's space science division, and as far as I know they're still squabbling about it.
