The Wen Wei Po of Hong Kong published a long, exclusive interview with Ouyang Ziyuan, the CLEP chief scientist known as "the father of Chang'e", Ouyang mentioned a lot of details about Chang'e 3, 4 and some future planetary missions...

This one address the issue of Chang'e 3: http://paper.wenweipo.com/2014/04/16/CH1404160017.htm , there is some details about how Yutu hibernates and what isn't working at the moment (APXS is on the list).

This one discloses the discussion for Chang'e 4: http://paper.wenweipo.com/2014/04/16/CH1404160016.htm , says that it may land on the South Pole, or test the lunar re-launch technique, or may be directed to Mars.

This one talks about CNSA's future visions: http://paper.wenweipo.com/2014/04/16/CH1404160020.htm , nothing definitive yet but it mentioned that the CAS space science development plan targets a manned lunar mission in 2020-30s. Ouyang comments that a Mars mission is yet to be approved but "2018 may be a good guess".
