ESA Cosmic Vision Request for Proposals

Briefing Meeting Cosmic Vision 2015-2025 Call for Proposals
12 Apr 2007

More than 60 Letters Of Intent were received in response to ESA's Cosmic Vision 2015-2025 Call for Proposals. Wednesday, 11 April 2007, a briefing meeting to the proposers took place at ESTEC in Noordwijk, The Netherlands. The meeting comprised a number of presentations by ESA covering various aspects relative to the Call, followed by a session for questions from the proposers and for discussion.

The presentations of the briefing meeting are available in PDF format at:

This Call for proposals covers the first planning cycle of the new Cosmic Vision 2015-2025.

The Call will lead to the selection of one-medium sized mission (Class M mission) to enter the implementation phase in 2012, with a launch foreseen in the mid-2017 time-frame.

The Call also invites proposals for concepts of more ambitious missions of the flagship category (Class L mission concepts) that will require an extended preparation.

According to ESA's Alvaro Giménez at the http://esamultimedia.esa.int/docs/DG/Pressbreakfast2018.mp3 (01:58:02), https://ariel-spacemission.eu/ was selected as the M4 component of the Cosmic Vision 2015–2025 program, but the start of the implementation phase is hindered by funding issues of the payload, thus the official selection is delayed; it remains suspenseful!

At the EGU General Assembly 2018, Günther Hasinger, new ESA Director of Science, outlined the https://client.cntv.at/egu2018/us2 (1:54:32) for ESA's Science Programme. Hopefully it will get supported at the next Ministerial Council and NASA will want to take the big chance, this time.

At one point he mentions that from M4 forward every second M-Class mission should coincide/be co-launched with an F-Class mission. These F-Class start counting from F1.

Have such "F-Class" concepts been mentioned before in the context of Cosmic Vision?
(the name is somewhat reminiscent of the F-Mission/Flexi-Mission of the previous Horizon 2000+ programme)

Hmm... that's not too long before the first Apophis Earth flyby. I've wondered whether it would be possible for a small craft to rendezvous and fly alongside before and during the encounter. Some have predicted that the tidal stresses caused by Earth's gravitational tug will cause https://phys.org/news/2014-10-asteroid-apophis-landslides-earth.html These would expose relatively fresh surface material, in addition to having a much better idea of material and orbital properties for any future deflection.
This is only a secondary payload on an exoplanet observatory going to L2 though; not sure the orbital mechanics would be compatible.

I don't know how small you could make a spacecraft for a rendezvous with Apophis considering that the relative velocity would be on the order of 12 km/sec. If you're thinking of a cubesat flyby, sure, but that wouldn't be of much value.

Well there have been proposals for missions from China, Europe (and even the Planetary Society did a contest a while back). Last year some MIT students presented one to NASA officials. It seems http://aearle.scripts.mit.edu/AlissaEarle/wp-content/uploads/2017/08/SETmission_DesignDoc.pdf

Tomorrow is the deadline (at high noon) for Phase-2 proposals in ESA's call for M7 and F2 mission opportunities. https://www.essc.esf.org/wp-content/uploads/2022/05/Hasinger_ESSC_052022final.pdf#page=23, although most of them apparently in stealth ninja.gif mode yet... Candidates selection for study in November 2022.

EDIT: One M7 proposal, which made it into Phase-2 is https://docs.google.com/forms/d/e/1FAIpQLSeZMkfytaqka7sKVZax80jlNapBtDJdz7MfbPghFg82NtHOgQ/viewform (Mars - Magnetosphere ATmosphere Ionosphere and Space-weather SciencE).
EDIT: http://www.asterochronometry.eu/haydn/ (High-precision AsteroseismologY in DeNse stellar fields) also made it into https://twitter.com/astronomy_stars/status/1545349875604267008?cxt=HHwWgICx0cbhl_IqAAAA.
EDIT: Another M7 proposal in Phase-2, http://arago-mission.obspm.fr/index.php.
EDIT: https://agenda.infn.it/event/30853/contributions/168748/attachments/90679/122294/MORSELLI.pdf#page=39 was selected for Phase-2 of ESA's M7 call.
EDIT: https://indico.cern.ch/event/1138902/timetable/ is a M7 https://indico.cern.ch/event/1138902/contributions/4860446/attachments/2447069/4193185/Wolf_STE-Q_workshop_18052022.pdf#page=3 candidate too.
EDIT: https://meetingorganizer.copernicus.org/EPSC2022/EPSC2022-668.html is a M7 https://www.forskning.se/2022/06/28/gatfulla-asteroider-kan-bara-pa-tunga-skatter/ in Phase-2 for a space probe (with sub-satellite) to asteroid (216) Kleopatra and its 2 moons, in https://twitter.com/LucaPlanets/status/1572617357734051845?cxt=HHwWioDQ9fPJh9MrAAAA 1-2 more M-asteroids, (129) Antigone + moon and (201) Penelope.
EDIT: Plasma Observatory and SPARK are two additional https://pnst.ias.u-psud.fr/sites/pnst/files/PRESENTATION_SHM_PNST2022.pdf#page=12 which made it into Phase-2.
EDIT: Non-selected M5 finalist https://nepal.oas.inaf.it/PresentationsNepal22/Tanvir_talk.pdf https://arxiv.org/pdf/2208.05705.pdf#page=6 submitted a Phase-2 proposal in response to ESA's M7 call.

EDIT: So the three M-class Phase-2 proposals missing in this list are CALICO, https://twitter.com/uniofleicester/status/1585649067408891904, https://lpsc-indico.in2p3.fr/event/2855/contributions/5924/attachments/4490/6319/Cosmoml_Visite_Labos_2022.pdf#page=16 and additionally, possibly https://www.ias.u-psud.fr/en/content/fossil.

I was never able to identify at least one of the four phase-2 F2 proposals, anyway, https://www.cosmos.esa.int/web/call-for-missions-2021/selection-of-f2 was selected as new fast (F2) mission in ESA's Science Programme.

https://www.cosmos.esa.int/web/call-for-missions-2021/update-on-the-f2-and-m7-mission-opportunity. Besides the already publicly known HAYDN, M-MATISSE, Plasma Observatory, THESEUS proposals, the so far perfectly camouflaged CALICO, a proposal for an in-situ investigation of Ceres, remains as candidate for the M7 opportunity.

EDIT: "The https://mobile.twitter.com/diego_gotz/status/1590237417717792773?cxt=HHwWioDU-bCg1JEsAAAA will be further assessed during a phase 0 study in 2023. Out of the 5 competitors 2 or 3 missions will be selected for a phase A study by the end of 2023."

Thanks for posting this. CALICO sounds particularly interesting to me. I suspect, though, that given that a planetary mission, EnVision, was selected in the last M call, ESA may seek balance in its program by selecting a mission representing a non-planetary discipline.

Finally the proposers of https://www.ltu.se/research/areas-of-excellence/Rymd/Rymduppdrag-kan-forklara-uppkomsten-av-solsystem-1.224605?l=en found the courage to pull off their magic hood.
