It's a bad seam in the mosaic (images aligned to make the soil seam perfect, breaking the cable above it). If you look at the original images from that sol it's not there.

BTW, the "hose" is a Kapton-wrapped cable bundle.

The shadow exposure, orientation and placement of the stitch seam to the small rock quite effectively tricks the mind into perceiving frayed ends of a severed cable wrapper, thats really an incredibly effective piece of random mimicry there!
