Your best bet would be to look at www.cubesat.org

You might, just, be ale to build something for 5$k - but you'll need something between $20k and $40k to launch it. Perhaps there is a local university that is doing a project you might be able to get involved with - or you could convince to start one.

A good start would be to make contact with your national AMSAT group such as http://www.uk.amsat.org/ These groups have constructed and (had) launched quite a few very successful satellites. In general these support amateur radio voice and data transmission but also slow scan TV etc. etc.

There are now plans for an AMSAT mission to Mars. Quite a viable project, I believe.

Most astronauts on the ISS are also amateurs and provide an opportunity for those of us stuck on the surface a chance to talk to those fortunate to be 'up there'.

Best of luck with your plans Ahmad.

Thanks for all of you to participate, I got assurance from my Government to take responsibility to launch the satellite on her own expense I just have to build and launch is responsibility of my Government.
