A different site mentions that the ISS crew might monitor both Fregat engine burns. No confirmation of that so far.

I suppose that, following a successful launch, and in keeping with Russian space tradition,
the probe may be christened "Phobos 3". I do hope that it lasts a lot longer than Mars 8..

It depends on how fast you are traveling and your proximity to any large mass.
