What seems particularly perverse is the relative openness of the USAF with regard to their XSS rendezvous demonstration mission, which at first glance appears to be practically identical to DART (except their one worked). Perhaps a bit of inter-agency jealousy is the real root cause of the screcy, not ITAR...
