Altitude: Most likely upper tropospheric though some of the cirrus streaks could be lower stratospheric. VIMS should constrain this a lot better.
Composition: We certainly can't constrain it. It could still be methane particles coating in something else or just plain something else, we're not sure.
Location: All longitudes, between 65 and 90 degrees south, however as noted in a recent press release image, ISS and VIMS (though they just haven't admitted it yet) see cirrus streamers near 40S.
