Gps System For Mars, How are the rovers located |

I am new to the site.
I am a surveying student working on a report about the GPS system that is in the works for mars. How are the rovers located on the surface of the planet? What I mean is, on Earth everything that is surveyed is ties to a reference monument by a bearing and a distance. Is the same type of system used on Mars?
